Mr. Perry O. Wilkinson was declared elected Speaker pro tem.

Messrs. Luber and Lankford escorted the Speaker pro tem to the
rostrum.

Under House Rule No. 49 the Chief Clerk administered the oath
to the Speaker pro tem.

The Speaker pro tem administered the oath of office to the follow-
ing members of the House of Delegates, as follows: Messrs. Rudolph
Behounek, Harry Wenig, Bessie Dorsey Moss, and James McLean.

The Speaker pro tem next called for nominations for the office of
Speaker of the House of Delegates for the Special Session of Decem-
ber 17, 1949.

Whereupon, Mr. Pumphrey, of Prince George's County, nominated
Mr. C. Ferdinand Sybert, of Howard County, which nomination was
seconded by Mr. Argabright, of Baltimore City.

Mr. Ramsburg made a motion, duly seconded, that nominations be
closed.

There being no further nominations for Speaker for the Special
Session of 1949, the Hon. C. Ferdinand Sybert, of Howard County,
was elected Speaker for the Special Session of 1949 by yeas and
nays as follows:
