and other structures in the city, to establish and define fire
limits, prescribe the character of buildings which are for-
bidden to be erected within said limits, to regulate the con-
struction of buildings to prevent the spread of fire, to pro-
vide for the inspection of buildings and for repair or re-
moval thereof when unsafe, to regulate the location, size and
character of buildings to be erected, the size and location
of open spaces, to make such additional regulations which it
may deem necessary for the promotion of the health and
safety, suppression of disease, promotion of public morals
and general welfare of the city, and to provide penalties
for violations thereof.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Mayor and Aldermen of Frederick is
hereby authorized and empowered to adopt a building code,
regulating the construction, maintenance, repair and removal
of buildings and other structures in the city, to establish and
define fire limits, prescribe the character of buildings which
are forbidden to be erected within said limits, to regulate the
construction of buildings to prevent the spread of fire, to pro-
vide for the inspection of buildings and for the repair or re-
moval thereof when unsafe, to regulate the location, size and
character of buildings to be erected, the size and location of
open spaces, to make such additional regulations, which it may
deem necessary for the promotion of the health, safety, public
morals, general welfare of the city, and for the suppression of
disease. The Mayor and Aldermen of Frederick is hereby
authorized and empowered to pass all ordinances necessary or
proper to carry out the powers hereby granted and may im-
pose such fines and penalties for violations thereof as are au-
thorized in its Charter, by Section 223 of Chapter 358 of the
Acts of Assembly of 1908.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all of the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.
