ALBERT C. RITCHIE, GOVERNOR. 1169

WHEREAS, in view of the approaching Tercentenary of the
Founding of the Province of Maryland and the fact that it was
at St. Mary's City that free Civil Government was established,
and freedom of religious worship was first promulgated and
guaranteed by any Civil authority, and from that beginning was
practiced by the Colonists; and

WHEREAS, it is the laudable desire of all good citizens of the
State that said Tercentenary should be appropriately commemo-
rated; and

WHEREAS, it is desirable to give further consideration to the
said proposed Tercentenary celebration; therefore

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That Dr. Joseph S. Ames, Mathew Page Andrews, Rev.
Joseph J. Ayd, Van Lear Black, Mrs. W. Cabell Bruce, George
E. Callis, Jr., Henry W. Catlin, Edward S. Delaplaine, Richard
M. Duvall, Jacob Epstein, Dr. Henry M. Fitzhugh, Hon. Eli
Frank, Hon. John W. Garrett, Hon. Phillips Lee Goldsborough,
Dr. Henry Barton Jacobs, Dr. John H. Latane, Rev. James M.
Magruder, William L. Marbury, Mrs. Francis H. Markell, John
J. Nelligan, Waldo Newcomer, Sidney L. Nyburg, Dr. Charles
O'Donovan, Hon. T. Scott Offutt, Dr. J. Hall Pleasants, George
L. Radcliffe, Daniel R. Randall, Mrs. Hester Dorsey Richardson,
Miss Mary E. W. Risteau, Mrs. Frank B. Scrivener, Mrs. Ed-
ward Shoemaker, Robert S. Shriver, Robert F. Skuetch, De-
Courcy W. Thom, Miss Elizabeth Chew Williams be, and they
are hereby confirmed and constituted a Commission for the pur-
pose of giving further consideration as to what the State of
Maryland should do for an appropriate observance of the Ter-
centenary of the Founding of Maryland, and to submit a full
report with its recommendations to the General Assembly of
1931; and the Governor of this State may, at any time, in his
discretion, increase the membership of said commission by the
appointment of other persons thereto, and in case of any vacancy
in said commission by death, resignation, refusal to act, or other-
wise, the Governor may fill the same, and promptly notify the
chairman of the commission of such appointment; fifteen of
said members shall constitute a quorum at any meeting of the
commission for the purpose of carrying out the provisions of
this Act.

SEC. 2. And be it further enacted, That the Commission named
in Section 1 of this Act shall have power and authority to ap-
point from their number such officers and Committees as they
may deem proper and necessary to carry out and fulfill the

objects and purposes of this Act, and particularly an Executive
