and the same are hereby repealed to the extent of such incon-
sistency.
SEC. 3. And be it further enacted, That, this Act shall be
declared an Emergency Act, and necessary for the immediate
preservation of public health and safety, and passed upon a
a yea and nay vote supported by three-fifths of all the mem-
bers elected to each of the two Houses of the General Assembly
and shall take effect from the date of its passage.

CHAPTER 435.
AN ACT to repeal and re-enact, with amendments, Section
81-L of Article 14 of the Code of Public Local Laws of
Maryland, title "Howard County, " sub-title "Ellicott City, "
as the same was enacted by the Act of 1914, Chapter 836,
and declaring this Act an Emergency Law.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 81-L of Article 14 of the Code of
Public Local Laws of Maryland, title "Howard County, " sub-
title "Ellicott City, " as the same was enacted by the Act of
1914, Chapter 836, be, and the same is hereby, repealed and
re-enacted, with amendments, so as to read as follows:
81-L. It shall be the duty of the County Commissioners of
Howard County to pay over annually to the Commissioners of
Ellicott City one-half of the amount of taxes levied and col-
lected annually for road purposes by the said County Commis-
sioners upon the assessable property, liable to taxation, within
the corporate limits of the town of Ellicott City. The amount
so paid over shall be charged against, and taken out of, the
taxes levied for road purposes, by said County Commissioners,
for use in the Second Election District of said Howard County,
The Commissioners of Ellicott City shall set aside this amount
of money in a special fund to be used for repairing, maintain-
ing and building roads, streets, avenues, lanes, alleys, side-
walks and bridges within the corporate limits of Ellicott City:
and, in the discretion of said Commissioners, for the redemp-
tion of any bonds hereafter issued on the credit of said City.
