election held in said town in May, 1928, in the same method
and manner as hereinbefore provided, and if a majority of
the votes cast upon said question shall be "For a special
assessment of not to exceed 10 cents on each $100 of real and
personal property for use in providing necessary police pro-
tection to the town of Mount Rainier, " then this Act shall be
in full force and effect; but if a majority of the votes cast
upon said question shall be "Against a special assessment of
not to exceed 10 cents on each $100 of real and personal prop-
erty for use in providing necessary police protection to the
town of Mount Rainier, " then this Act shall be void and of
no effect.
SEC. 4. And be it further enacted. That this Act is here-
by declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
being passed upon yea and nay vote supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 88.
AN ACT to prohibit the manufacture of intoxicating liquors
within the limits of Garrett County, Maryland.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That it shall be unlawful for any person, association
or corporation to manufacture any spirituous or fermented
liquors within the limits of Garrett County, Maryland.
SEC. 2. And be it further enacted, That any person, asso-
ciation or corporation convicted of the violation of this Act
shall upon conviction thereof for the first offense forfeit and
pay a fine of not less than one hundred dollars or more than
five hundred dollars, and cost of prosecution, and failing to
pay such fine and cost forthwith shall be sentenced to be con-
fined in the Maryland House of Correction for a term not less
than six months or more than twelve months, and upon convic-
tion for each subsequent offense, forfeit and pay a fine of not
