special election held for the purpose, to the end to the
legally qualified voters of Hagerstown.

WHEREAS, by virtue of Chapter 29 of the Acts of the Gen-
eral Assembly of Maryland, enacted during the Session of
the year 1916, a Sewerage Commission of the City of Hagers-
town was duly created, charged with the duty of projection,
constructing and establishing a sewerage system and sewer-
age disposal plant for the collection, transmission and dis-
posal of the house and other sewerage and drainage of the
City of Hagerstown; and

WHEREAS, said Sewerage Commission of the City of Hagers-
town has planned and projected said sewerage system and
sewerage disposal plant and drainage system for Hagerstown,
and has entered upon the construction and establishment of
the same, and has carried on the completion of a large por-
tion thereof; and

WHEREAS, It has been ascertained by said Sewerage Com-
mission that the money derived from the sale of bonds issued
under the provisions of Chapter 29 of the Acts of Maryland,
1916, and by Chapter 47 of the Acts of Maryland, 1920, will
not prove sufficient to complete said Sewerage System and
Sewerage Disposal Plant and Drainage System so planned
and projected by it and more money is needed for the com-
pletion of said work.

SECTION 1. Now, therefore, be it enacted by the General
Assembly of Maryland, That in order to provide additional
money for the projection, construction, establishment and com-
pletion of said sewerage system, sewerage disposal plant and
drainage system for Hagerstown, the Mayor and Council of
Hagerstown be, and it is hereby authorized, empowered and
directed to borrow a sum of money not to exceed seven hun-
dred and fifty thousand dollars, upon the faith and credit of
Hagerstown, or so much thereof as may be necessary to com-
plete said Sewerage System, Sewerage Disposal Plant and
Drainage System for Hagerstown, the Mayor and Council of
Hagerstown is hereby empowered and directed to issue coupon
bonds in such amounts and denominations as it may deem best,
said bonds to be issued from time to time as the Mayor and
Council of Hagerstown shall by ordinance prescribe, said
bonds to be signed by the Mayor with the seal of the city
attached thereto, attested by the Clerk of the Mayor and
Council, coupons thereof to be signed by the Mayor or a
