10 VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1807.

A petition from Archibald Gordon, of Caecil county, stating that he has been a soldier in the army, and is
now unable to maintain himself and family, and praying the assistance of the legislature, was preferred, read,
and referred to Mr. Mitchell, Mr. T. Moffit and Mr. Porter, to consider and report thereon.

ORDERED, That the bill authorising Thomas J. Pattison to complete his collections, be recommitted for
amendment.
The clerk of the senate delivers the following message:

By the SENATE, November 7, 1807.
Gentlemen of the House of Delegates,

THE senate having formed a house are ready to proceed to the business of the session. This house will sit
from nine o'clock in the morning until three in the afternoon.

By order, T. ROGERS, clk.
Which was read.
The resolution in favour of John Trueman was sent to the senate by the clerk.

Mr. Little, from the committee, delivers to the speaker a bill, entitled, An act to lay. out and make a public
road in Baltimore county; which was read the first time and ordered to lie on the table.

A petition from the trustees of the poor for Washington county, praying the levy court of said county may
be authorised and directed to levy a sum of money to reimburse them for advances nude by them for the benefit
of said poor, was preferred, read, and referred to Mr. Bowles, Mr. Kuhn and Mr. Shriver, to consider and
report thereon.

Mr. Frazier, from the committee, delivers to the. speaker a bill, entitled, An act annulling the marriage of
Brittania Marshall, of Dorchester county; which was read the first time and ordered to lie on the table.

On motion, Leave given to bring in a bill, entitled, An act to pay the civil list, and other expenses of civil
government. ORDERED, That Mr. Kerr,. Mr. Streett and Mr. T. Dorsey, be a committee to prepare and bring
in the same.

A petition from Frederick. Green, printer to the state, praying an increase of his salary, and also that the
balance due him for printing Kilty's laws may be paid, was preferred, read, and referred to Mr. Hawkins, Mr.
Shaaff and Mr. Shriver, to consider and report thereon.

The house adjourns until Monday morning 9 o'clock.


MONDAY, November o, 1807,

THE house met. Present the same members as on Saturday. The proceedings of Saturday were read.
Mr. John E. Spencer, Mr. William Sudler and Mr. John Brown, delegates returned for Queen-Anne's county,
Mr. Robert J. King and Mr. George W. Jackson, delegates returned for. Somerset county, Mr. Upton Bruce, a
delegate returned for Allegany county, Mr. Thomas Gardiner and Mr. James Hopewell, delegates returned for
Saint-Mary's county, Mr. Joseph Ennalls, a delegate returned for Dorchester county, Mr. Zadock Sturgis and
Mr. John Dashiell, delegates returned for Worcester county, and Mr. Thomas Ayres, a delegate returned for
Harford county, appeared, and after having severally qualified in the mode prescribed by the constitution and
form of government, and taking an oath to support the constitution of the United States, took their seats in
the house.

The following resolution was read.

Whereas great public inconvenience may hereafter result from the loose imperfect manner in which the re-
cords, votes and proceedings of the legislature of the state of Maryland, from the year 1777 to the year 1805,
at present remain; and as it is highly necessary that the property of the citizens of this state should rest upon a
firmer basis than a loose collection of papers, subject, from their exposed situation, to be destroyed by accident or
design, and as in either case no record of their contents is left to be offered in evidence, if ever they should be
required; therefore, RESOLVED, That —— be a committee to examine the state of the records, votes
and proceedings, of the several legislatures of Maryland, from the year 1778 to the year 1804, inclusive, with
the liberty of sending for any persons or papers capable of affording information on the subject of their inquiry,
and to report to this house, as soon as may be convenient, the result of their investigation.

The bill to settle and ascertain the salary of the members of the council for the ensuing year, was read the
second time, passed, and sent to the senate by the clerk.

The following resolution was read.

RESOLVED, That the treasurer of the western shore advance to Frederick Green, printer to the state, the
sum of six hundred dollars, in part of the salary which may be allowed him on the civil list.

The clerk of the senate delivers the following message:

By the SENATE, November 9, 1807.
Gentlemen of the House cf Delegates,

WITH the concurrence of your house we propose to proceed, at 12 o'clock this day, to the election of
governor, agreeably to the constitution and form of government. The honourable Robert Wright is put in
