Mr. Somervell appears in the house.
Mr. Bruce, from the committee, delivers to the speaker the following report:
THE committee to whom was referred the petition of Patrick Murdock, of Allegany county, report, that
they have taken the same into consideration, and from an examination of the different vouchers and certificates
given by the surveyor, it appears there is about the quantity of two hundred acres of land deficient, and beg
leave to submit the following resolution:
RESOLVED, That the register of the western shore land-office be and he is hereby authorised and directed to
issue to Patrick Murdock, of Allegany county, a warrant for two hundred and forty acres of land, the same
being a full compensation for, and granted to make good a deficiency of, two hundred acres of land, originally
purchased from the state, -rating said deficiency at three shillings per acre.
By order, C. GIBSON, clk.
Which was read.
Mr. Dorsey, from the committee, delivers to the speaker the following report:
THE committee to whom was referred the memorial of John Sprigg Belt, William Hammond, Philemon
Griffith and Joshua Griffith, have considered the same, and report, that at November session, seventeen hun-
dred and ninety-two, the legislature of Maryland passed a resolution directing one thousand pounds to be ad-
vanced to Dennis Griffith, then employed in preparing a map of the state of Maryland, on condition of securing
the repayment of the said sum, with interest; this condition your committee believe was intended rather to secure
the performance of the work than the repayment of the money, such a map being indispensable to the state for
public and private purposes, and no doubt the legislature would have readily contributed that sum for the en-
couragement of the work, which eventually has been ably executed; the bonds, however, remained in the trea-
sury, and the legislature has since discharged the principal, Dennis Griffith, by an act of insolvency, but have
continued to exact the interest from November, seventeen hundred and ninety-eight, and hold the securities
bound for the repayment of the principal sum; these securities had been induced to join in the bonds from be-
nevolent motives, without any prospect of advantage to themselves. Your committee further state, that on a
memorial presented by Elizabeth Johnson, widow of Horatio Johnson, one of the securities of said Dennis
Griffith, the legislature, at last session, fully impressed with an opinion that the security demanded on the part
of the state was only intended to insure the completion of a work acknowledged to be useful, and from which
the state has already received ample remuneration, exonerated the estate of Horatio Johnson from any claim or
demand of the state; your committee believing the justice granted to the representatives of Horatio Johnson
ought to be equally extended to the other securities, have therefore thought proper to submit the following re-
solution:
RESOLVED, That John Sprigg Belt, William Hammond, Philemon and Joshua Griffith, executors of Henry
Griffith, be and they are hereby exonerated and discharged from the debts due to the state from said John Sprigg
Belt, William Hammond and Henry Griffith, deceased, as securities of Dennis Griffith, and that the treasurer
of the western shore be and he is hereby directed to release to the said parties the bonds for the payment of
the debts aforesaid.
By order, C. GIBSON, clk.
