firm, company or corporation, resident or non-resident, shall be
fined one hundred dollars ($100) for each and every offense.
SEC. 2. And be it further enacted by the General Assembly
of Maryland, That this Act shall take effect on the first day of
June, nineteen hundred and sixteen.

CHAPTER 705.
AN ACT to repeal and re-enact, with amendments, Sections 1,
3, 5 and 6 of Article 88-A of the Code of Public General
Laws, entitled "State Aid and Charities, " and to add there-
to a new section to be known as Section 4-A.
SECTION 1. Be it enacted by the General Assembly of Mary-,
land, That Sections 1, 3, 5 and 6 of Article 88-A of the Code
of Public General Laws of Maryland, entitled. "State Aid
and Charities, " be and the same are hereby repealed and re-
enacted to read as follows:
SEC. 1, There shall be a Board of State Aid and Charities,
consisting of seven persons, six of whom shall be appointed by
the Governor. The Governor shall be ex-officio a member of
said Board, and shall biennially appoint three members of said
Board, who shall serve for a period of four years from the first
Monday in May next after their appointment, and shall con-
tinue in office until their successors shall have been appointed
and qualified. In 1916, he shall appoint six persons, three of
whom shall serve for two years, and three for four years. Of
the six members so appointed, two may be women, and not more
than three shall be residents of any one county or city. A
vacancy shall be filled by appointment for the unexpired term
in accordance with the terms of this Section.
SEC. 3. The members of this Board shall receive no compen-
sation for their services, but their actual expenses incurred in
attending meetings of the Board or in attending to its neces-
sary business shall be paid.
SEC. 5. The said Board shall appoint a competent person
to act as its Secretary, who shall be paid for his services such
compensation not exceeding twenty-two hundred dollars in any
one year as may be agreed upon by the Board. The Secretary
shall also be allowed Ms reasonable traveling expenses in at-
