be filled by an election held, after ten days' notice given by
the remaining commissioners.
7. The commissioners shall annually appoint a clerk, who
shall also be treasurer, who shall keep the minutes of the pro-
ceedings in a well bound book, which shall be open to the in-
spection of all persons interested therein, and shall record in
a similar book, all ordinances passed by the commissioners, and
the president of the board shall sign his name to all ordinances
as recorded, and the clerk shall attest his signature, and the
clerk shall discharge such other duties as the commissioners
may require.
8. The commissioners shall appoint annually a bailiff and
such under bailiffs as may be deemed necessary for said town,
who shall prevent disorderly or irregular meetings of persons,
and enforce the ordinances enacted by the commissioners, super-
intend all work being done for or by said town corporation with-
in its limits, light, care for and take charge of the street lamps
of the said town, and perform such other duties as the said com-
missioners may prescribe, and who shall have, within said town,
all the authority of a constable in making arrest and serving
warrants.
9. The commissioners and all other officers of the corpora-
tion shall, before they enter upon the duties of their office,
make oath before some justice of the peace residing in said
town, that they will diligently and faithfully to the best of
their skill and judgment perform the duties of their office,
and shall file a certificate thereof signed by the officer before
whom said oath was taken, among the records of the corpora-
tion.
10. The clerk and bailiff shall give bond to the said com-
missioners in such penalty, and with such securities as may be
required conditioned for the faithful performance of the duties
of their office, of clerk and bailiff respectively, and the said
bond shall be recorded in the office of the clerk of the Circuit
Court for Harford County.
11. The commissioners shall allow their clerk and bailiff
such compensation for their services as may be deemed reason-
able.
12. The commissioners shall have power to pass all ordi-
nances necessary for the good government of the town, may
open, close and widen the streets, sidewalks, lanes and alleys,
prevent, remove and abate, or cause to be removed and abated,
all nuisances or obstructions in or upon the sidewalks, streets,
