or corporations not authorized to transact business in this State,
shall file with the insurance commissioner of the State a state-
ment or declaration setting forth the name of the company,
number of policy, amount of insurance, rate, premium and de-
scription of property; shall be required to pay a tax thereon
of five per cent, of the premium paid on such policies to the said
commissioner, and shall further pay a fee to said insurance com-
missioner of one dollar on each policy for making a record of the
said statement or declaration, which record shall be kept for the
private information of the insurance department of this State,
and shall not be a public record.
SEC. 2. Be it further enacted, That this Act shall take effect:
from and after the date of its passage.

CHAPTER 530.
AN ACT to authorize The Mayor and Councilmen of Rock Hall,
in Kent County, State of Maryland, to issue bonds to the ex-
tent of ten thousand dollars, for the purpose of constructing,
operating and keeping in repair an electric lighting plant for
the town of Rock Hall, with a proviso that said issue of bonds
for said purpose be first submitted to and approved by a vote
of the qualified voters of said town of Rock Hall.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and Councilmen of Rock Hall be and
they are hereby authorized and empowered to issue bonds in the
name of said municipal corporation to an amount not exceeding,
ten thousand dollars ($10,000.00) in sums not less than fifty
dollars ($50.00), nor more than five hundred dollars ($500.00)
each, to be sealed with the corporate seal of said town, signed by
the Mayor and countersigned by the Clerk of the Council of said
town, to be designated as "Rock Hall Electric Light Plant
Bonds,'' bearing interest at a rate not exceeding five per centum
per annum, payable semi-annually on the first day of July and
the first day of January of each year, which bonds shall be
exempt from all County and municipal taxation, and the due
or overdue coupons for interest shall be received by the Mayor
and Councilmen of Rock Hall in payment of town taxes. Said
bonds shall be payable in sums of five hundred dollars ($500.00)
in each, of the years beginning with the first day of July, 1918
and each year thereafter until fully paid. Said bonds to be
