WHEREAS, The Emerson Hotel Company, after having on May
1st, 1913, paid the sum of $451.10, of which $450.00 was for an
ordinary license (rental exceeding $10,000) for a year ending
April 30th, 1914, and $1.10 was for the fees of Clerk and Sheriff,
was, by reason of changing its manager in the month of June,
1913, required to take out a new ordinary license under the exist-
ing law (the old ordinaiy license not being transferable), and to
pay the additional sum of $412.50 to Adam Deupert, Clerk of
the Court of Common Pleas of Baltimore City for an ordinary
license for eleven months ending April 30th, 1914; and
WHEREAS, After deducting the legal collection fee of one per
cent (1%) from the said payment of $412.50, the remainder,
$408.37, was paid by the said Adam Deupert, Clerk as aforesaid,
into the State Treasury.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Comptroller of the Treasury be, and he is hereby
authorized and directed to draw his warrant upon the Treas-
urer of Maryland, in favor of The Emerson Hotel Company, for
the sum of $408.37, being the amount paid into the State Treas-
ury by the said Adam Deupert, Clerk of the Court of Common
Pleas of Baltimore City from said amount of $412.50 ppid said
Adam Deupert by The Emerson Hotel Company for the afore-
said license.
SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 171.
AN ACT to confer additional powers upon the Courts of the
Third Judicial Circuit of Maryland, relating to children liv-
ing in Baltimore County, who are now or may hereafter be-
come dependent, neglected or delinquent, to define such terms,
and to provide for the treatment, control, maintenance, protec-
tion, guardianship and care of the persons of such children.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That for the purposes of this Act, the words "dependent
child" and "neglected child" shall be construed as meaning
Any male child living in Baltimore County and being under
the age of twenty years, or any female child living in said
County, being under the age of eighteen years, who for
