PHILLIPS LEE GOLDSBOROUGH, GOVERNOR. 1415

where and whenever sixty per. cent. of the taxpayers on real
property, or signers representing at least sixty per cent, of the
assessable real property, in any sewerage or drainage district or
area in Prince George's County, shall file with the said Com-
mission a petition stating the location and extent of a proposed
sewerage or drainage system, the public need therefor, and the
names and residences of the signers, the said Commission shall
thereupon have made an accurate survey of the said district or
area, and a map and report prepared showing what part of the
main sewerage or drainage system is included, the number of
public, private and manufacturing buildings, and the number
of persons residing in, or to be served. They shall also have
prepared detail plans showing the size and location of the trunk,
intercepting or outfall sewer, forming part of the main sewer-
age or drainage plan involved, the size and location of all local
systems, of mains and laterals, also the location, character and
size of such plant or means of disposal of the sewerage or water,
collected by such system or systems, and the probable cost of
constructing, and the annual charge necessary to repair and
efficiently maintain the same. The map prepared shall show ac-
curately by metes and bounds and such natural features as may
exist as bounds the district or area to be benefited, by such con-
struction and establishment, together with the names of the
various property owners, roads, alleys, streets, whether public
or private in such district or area; the location of the natural or
artificial topographic features, and the location of all parts of
the system under consideration, whether within or without the
district or area. Such survey shall be made and such maps,
plans and reports filed within one hundred and twenty days of
date of the filing of the petition.

Upon the filing of such map, plans and report, the said Com-
mission shall submit a copy of the same to the State Board of
Health and when said Board shall approve the said system as
to sanitary efficiency, design, and character, then the said Com-
mission shall fix a day and place for hearing on said petition
and shall give notice thereof by publication of said petition
and the date set for the hearing, in the County papers, pub-
lished in or near such district or area once a week for at least
two weeks. At such hearing all persons affected by the con-
struction of the proposed system may appear and be heard
upon the question as to whether the public health, welfare and
convenience requires the establishment of the proposed system.

The said Commission shall thereupon decide whether or not
