ernor, Comptroller of the Treasury and the Treasurer, or a
majority of them, and when two or more bidders have made the
same bid, and such bid is the highest, and the certificate so bid
for by the highest responsible bidders are in excess of the whole
amount of the certificates of indebtedness shall be awarded to
such highest responsible bidders bidding the same price in rata-
ble proportion; and if any insufficient price be bid for them,
they be subsequently disposed of under the direction of the
Governor, Comptroller of the Treasury and Treasurer, or a
majority of them, at private sale upon the best terms they can
obtain for the same.

SEC. 5.. Be it further enacted by the General Assembly of
Maryland, That the sum of two thousand ($2,000) or so much
thereof as may be necessary is hereby appropriated for the ex-
pense of engraving, printing and advertising, as above men-
tioned.

SEC. 6. And be it further enacted by the General Assembly
of Maryland, That the County Commissioners for the respective
counties of this State and the Mayor and City Council of Bal-
timore are hereby required and directed to levy the State taxes
for the year nineteen hundred and eleven at one cent on each
one hundred dollars ($100) of its assessable property, and an-
nually thereafter, at one cent on each one hundred dollars
($100) of its assessable property, to be collected according to
law, to meet the interest and create a sinking fund for redemp-
tion of the "State Insane Hospital Loan," created under the
provisions of this Act.

SEC. 7. And be it further enacted by the General Assembly
of Maryland, That the Treasurer of the S;tate on the warrant
of the Comptroller, shall pay the said sum or sums of money
herein appropriated for the objects and purposes herein speci-
fied, to or upon the order of the person or persons, or body
politic or corporate, to which they are respectively entitled to
receive, to wit: Springfield State Hospital at Sykesville, two
hundred and seventy thousand dollars ($270,000) ; Maryland
Hospital for the Insane at Catonsville, eighty thousand dol-
lars ($80,000) ; Maryland Asylum and Training School for Fee-
ble-minded ait Owings Mills, one hundred and fifty thousand
dollars ($150,000), and the "Hospital for the Negro Insane of
Maryland," one hundred thousand dollars ($100,000).

SEC. 8. And be it further enacted by the General Assembly
of Maryland, That the respective Board of Managers of the
Springfield State Hospital at Sykesville, the Maryland Hos-
pital for the Tnsane at Catonsville, the Maryland Asylum and
Training School for Feeble-Minded at Owings Mills, and the
Board of Managers, as hereinafter provided, for the "Hospital
