the paid bonds shall be redeemable at the pleasure of the
Mayor and Town Council of Oakland, at or before their
maturity, and paid bonds shall be issued so that none of them
will mature before the first day of January, nineteen hundred
and fifteen.

board for Oakland, and as such water board they are authorized
and empowered to construct and erect water works for the said
town, and to contract for, purchase in fee simple or lease for a
term of years, removable at their pleasure, any land, real estate,
spring, brook and water coarse, which they may deem expe-
dient and necessary for the purpose of furnishing eaid town
with water; and they are hereby vested with all rights and
powers necessary for the introduction of water into said town.
If from any cause the said Water Board of Oakland shall be
unable to agree with any owner of real or leasehold estate,
spring, brook, water or water course or any other material
which partakes of or is part of realty or for any right of way
they find necessary for the conduits of said water in its
entry into the said town, or if such owner is under any disa-
bility or incapacity to contract, or absent, or unknown, the said
Water Board of Oakland is hereby clothed with the power of
condemnation under the right of eminent domain, as provided
in section 167 of Article 23 of the Code of Public General
Laws of Maryland, as fully as if said section had been herein
incorporated : and their manner and procedure in condemna-
tion for the purposes of this Act shall in all particulars be the
same as is provided by said section 167 of said Article 23.

SEC. 3. And be it enacted, That said water board is hereby
authorized and empowered to do all acts necessary and proper
to the carrying out the provisions of this Act ; and said board

shall have full control over the said water works, with the
authority to employ such superintendents, workmen or other
employes as may be necessary or proper to carry on the same,
and to purchase all supplies and materials needed in construct-
ing or conducting the same, and also to provide rules and regu-
lations for supplying the said town with water, and to fix and
establish from time to time a schedule of rates and charges to
be made and collected for the use of water by private con-
sumers ; and the bailiff or tax collector shall, as in case of other
taxes, collect said charges, which are hereby made a lien on
the real estate upon which said water is furnished, and pay
over the same to the treasurer, and the Mayor and Town Coun-
