school commissioners on the first day of May, or at their first
meeting thereafter, in each year, and who shall meet within
thirty days after their appointment and enter upon the duties
assigned them in chapter five of this article. At their first
meeting they shall appoint a chairman to hold office for one
year, and shall give notice of the appointment to the secretary
of the board of county school commissioners.

SEC. 64. No certificate of qualification as a teacher shall be
issued to any male under nineteen years of age, or to any
female under eighteen years of age.

Effective.

SEC. 2. And be it enacted, That this act shall take effect
from the date of its passage.

CHAPTER 379.

AN ACT to repeal sections from sixty-seven to seventy-six,
inclusive, of Article seventy-two of the Code of Public
Genera] Laws, title "Oysters," sub-title "State Shipping Com-
missioners," and to re-enact the same with amendments.

Repeal.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That sections 67 to 76, inclusive, of article 72 of
the Code of Public General Laws, title "Oysters," sub-title
"State Shipping Commissioners," be and the same are hereby
repealed and re-enacted so as to read as follows :

SEC. 67. No boat or vessel belonging to a resident or resi-
dents of this State, whose crew shall have been shipped from
Baltimore city or Baltimore county, shall engage in catching
oysters in the waters of this State, unless each member of the
crew of such vessel shall have signed a contract of engagement
before one of the State Shipping Commissioners of Baltimore
city, binding themselves in accordance with provisions of
sections 68 to 76 of this article.

SEC. 68. That there shall be appointed by the Governor,
with the advice and consent of the Senate, one State Shipping
Commissioner for each of the seven oyster districts of this
State, as prescribed by the. act of 18S6, chapter 296, section 24,
and tive State Shipping Commissioners for the city of Balti-
more. The commissioners appointed for the city of Baltimore
