LAWS OF MARYLAND.

and directed to borrow money on the credit of said town to an
amount not exceeding the sum of twenty thousand dollars,
and to issue registered bonds of said town in payment of said
sum so to be borrowed. The said bonds shall be for sums not
less than one hundred dollars, nor more than one thousand
dollars each, to be signed by the Mayor and countersigned by
the clerk to the Council, with corporate seal of said town
thereto affixed, and to be registered by said clerk in a separate
book, to be especially provided for the purpose. The said
bonds shall be issued at such time as the said Mayor and Coun-
cil shall determine; provided, that the date of the issue
thereof shall not be later than the first day of July, in the
year eighteen hundred and ninety-eight; they shall bear interest
At the rate of four per centum per annum, said interest to be
paid semi-annually, beginning in six months from the date of
their issue; shall be payable as to the principal thereof in
twenty years from the date of their issue; shall be forever
exempt from all taxation for any purpose, and shall have
printed on them a distinct reference to the Act of Assembly
authorizing the issue thereof.

SEC. 2. And te it enacted, That the Mayor and Council of
Rockville be, and they are hereby constituted The Water Board
for Rockville, and as such Water Board they are authorized
and empowered to construct and erect water works for the said
town, and to contract for purchase in fee simple or lease for a
term of years, renewable at their pleasure, any land, real estate,
spring, brook and water course, and to nse and occupy forever
or for a term of years any land, real estate, spring, brook or
water course which they may deem expedient and necessary for
the purpose of furnishing said town with water; and they are
hereby vested with all the rights and powers necessary for the
introduction of water into said town. If from any cause the
said Water Board of Rockville shall be unable to agree with
any owner of real or leasehold estate, spring, brook, water or
water course or any other material which partakes of or is part
of realty, or for any right of way which they find necessary
for the conduits of said water in its entry into the said town,
'of if such owner is under any disability or incapacity to con-
tract, or absent, or unknown, the said Water Board of Rockville
is hereby clothed with the power of condemnation under the
right of eminent domain, as provided in section 167 of Article
23 of the Code of Public General Laws of Maryland, as fully
as if said section had been herein incorporated; and their man-
,ner and procedure in condemnation for the purposes of this act
