been presented to and recommended to him by the State Central
Committee of each of said leading political parties in the

county in which said assessment district or districts shall re-
spectively be. The County Commissioners for each of thei
several counties shall appoint one suitable person from each
election district in their respective counties, and each of said
persons so appointed shall act as assessor in the election djs-
trict for which he is appointed, and each of said assessors to be
appointed, either by the Governor or the County Commission-
ers, shall be a property owner and a tax-payer, and shall have
resided in the county, or city of Baltimore, for which he shall
have been appointed for at least two years before his said ap-
pointment, and shall have adequate knowledge of the value of
property in the assessment district for which he shall be
appointed. The two assessors at large appointed for the
respective assessment districts, and also the assessor for each
of said election districts of the several counties, shall join
and act together for the assessment district of which his
election district forms a part in valuing and assessing all the
property herein required to be valued and assessed in the elec-
tion district for which he shall be appointed. But no assessor
appointed for an election district shall be permitted to join
said assessors at large in any other election district than the
one for which he shall have been appointed. The said
assessors at large shall determine the time when the assessment
shall be made in the respective election districts, and shall
notify the assessors for the said respective election districts,
when and where the assessment shall commence in such election
district or districts; and at such time as is so determined on,
and the election district assessor notified thereof, it shall be
the duty of such election district assessor to join said assessors
at large and proceed conjointly with them to make the val-
uation and assessment herein required to be made. The
Governor shall appoint one hundred and ninety-eight persons
as assessors in Baltimore city, one to be appointed from each of
the one hundred and ninety-eight precincts of said city, as
assessors for the respective precincts of said city, which said
precinct assessors shall possess the same qualifications of resi-
dence, property and character as is prescribed for the assessors
in the election districts of the several counties. The said
election precinct assessors shall be organized by the Appeal
Tax Court of Baltimore city, into groups of three and assigned
to such. precincts for valuation and assessment of property in
said city, by said Appeal Tax Court, as to the said court shall
appear best for the interest intended to be secured by the pro-
