equal proportions. The second group, "Records Consulted by the
Public" is at present the greatest strain on our staff and on the records
themselves. Many of these researchers have never been here before and
therefore, require a great deal of attention and many of them have
never been in an archival establishment, so that they must be instructed
in how to handle documents along with how to use them. One more
Archivist II would solve our problem for the present, but this addi-
tional member of our staff appears as difficult to get as a piece of
the moon. I suppose that we shall never achieve additions to our staff
until the pressures are off the Legislature for welfare and education,
which now and for years have consumed every increase in the finances
of the State, leaving very little for the other branches of government.
