This important broadside which was sent to the states contains the statement that "Unless the United States in Congress
Assembled shall be vested with powers competent to the protection of commerce, they can never command reciprocal ad-
vantages in trade; and without these, our foreign commerce must decline and eventually be annihilated." It contains reso-
lutions requesting the states to impower Congress for a fifteen year period to prohibit trade with subjects of foreign nations
who have not entered into commercial treaties and also to prohibit importations in vessels not of the country in which the
goods were produced. The Maryland Assembly passed an act authorizing Congress to collect a revenue tariff but it did
not go into force because the others did not all do the same.
