(4) The terms of a member is three years.

(5) The terms of the members shall be staggered, so one-third of the
Council will be appointed each year.

(6) A member of the Council may be reappointed by the Governor at the
end of a term.

(7) In the event of a vacancy on the Council, the Governor shall appoint a
successor.

(8) A member who is appointed after a term has begun serves only for the
rest of the term and until a successor is appointed and qualifies.

(9) A majority of the Council shall constitute a quorum for the transaction
of any business. The Council may adopt such other procedures necessary to ensure
the orderly transaction of business.

(10) The Chairperson may appoint subcommittees, as necessary, to study
specific issues of the Council.

(11) The members of the Council may not receive compensation for their
services. The members may be reimbursed for their reasonable expenses incurred
in the performance of their duties, in accordance with the standard travel
regulations as provided in the State budget.

(12) The Department of the Environment shall provide necessary staff
support to the Council.

C. Scope of the Council. The Council shall advise and assist the Governor and
the Department of the Environment in:

(1) Coordinating the efforts of the State to facilitate the implementation
of the recycling goals at the State and county level;

(2) Identifying local, national and international markets for recycling
materials;

(3) Determining the need to expand or construct recycling centers;

(4) Developing rules and regulations for recycling the solid waste stream;

(5) Determining the programs necessary to educate the public on the need
to participate in recycling efforts;

(6) Determining programs necessary to reduce the amount of solid waste
generated for disposal;

(7) Evaluating State procurement policies for the purchase of recycled
materials;

(8) Researching the economics and financing of existing and proposed
systems of solid waste recycling; and
