RULES OF THE SENATE,

I.

THE President shall take the Chair at the hour of meeting.

II.

Every Senator shall take his seat when the President takes
the Chair, and remain uncovered until the Senate rises.

III.

The names of the Senators shall be called in alphabetical
order, when the President takes the Chair.

IV.

The President having taken the Chair, a quorum being
present, the Journal of the preceding day shall be read, that
any mistake that shall have been made in the entries may be
corrected.

V.

Every Senator who shall deliver his opinion, submit a mo-
tion, or speak in debate, shall rise and address himself to the
President.

VI.

No Senator, in debate, shall name any other by his proper
name, but shall designate him in some other mode.

VII.

No Senator shall speak more than once upon any subject,
until every other Senator wishing to speak, shall have spoken.

VIII.

If two or more Senators shall rise at the same time to
speak, the President shall determine which is entitled to the
floor.

I..

If any Senator shall be called to order by the President, or by
any member, he shall take his seat until it shall be determined
whether he is in order or not; and all questions shall be deter-
mined in the first instance by the President without debate ; but
any member shall have a right to appeal from his decision to the
judgment of the Senate.
