fication may be expected. The undersigned feel painfully con-
fident that a war is to be waged to reduce all the seceding States
to allegiance to the United States Government, and that the
whole military power of the Federal Government will be exerted
to accomplish that purpose; and though the expression of this
opinion is not called for by the resolutions of your Honorable
Bodies, yet having had the opportunity to ascertain its entire
accuracy, and because it will explain much of the military pre-
paration and movement of troops through the State of Maryland,
it is proper to bring it to your attention.

Gentlemen of the House of Delegates.

We propose to refer the Report made this day by the Commis-
sioners, Messrs. Otho Scott, Robert M. McLane, and William
J. Ross, to the Committees on Federal Relations of the Senate
and House of Delegates, with authority to these Committees to
consider, act, and report thereon as a Joint Committee ; and we
respectfully invite your concurrence in this action of the Senate.

Which was read, assented to, and sent to the -House of Dele-
gates.

The Senate adjourned until 4 o'clock, P. M.
