TUESDAY, June 4th, 1861.

Mr. Kimmel submitted the following message:

BY THE SENATE,

June 4th, 1861.
Gentlemen of the House of Delegates :

The Senate having again assembled, and are desirous to pro-
ceed with the business of the Extra Session, we respectfully
propose, with the concurrence of your Honorable Body, to
appoint a Joint Committee to wait on His Excellency, the
Governor, and inform him that the General Assembly is again
assembled in their respective Chambers, and are ready to re-
ceive any communication he may be pleased to make; and
we appoint Messrs. Kimmel and Franklin as the said Committee,
on the part of the Senate.

Secretary.

The yeas and nays were demanded, and appeared as follows:
