1 Election results survive for only those counties marked with an asterisk; the lists of delegates for the other counties are
based on attendance at the Convention. According to the published proceedings, 141 delegates attended.

2 By the time of the Fifth Convention it was apparent that the extra-legal government needed an executive branch that
would implement the resolves of the conventions on a continuing basis. This executive branch, termed the Council of
Safety, was selected by the conventions. Its members were named to represent either the Western or Eastern Shore in
all but the fourth Council.
