to perform the duties imposed on them by
this act; provided, that the architect so em-
ployed and the person to whom the contract
for said building is awarded shall be bonafide
residents of the State of Maryland.

SEC. 3. And be it enacted, That the sum of
fifty thousand dollars, or so much thereof as
may be necessary, be and the same is hereby
appropriated from any money in the Treasury
not otherwise appropriated, to carry out the
purposes of this act, and the Comptroller is
hereby authorized and directed to draw his
warrants upon the Treasurer, payable to the
order of the said Committee, for such sums
and at such times as shall be required by the
said Committee for the procurement of plans
and specifications and the erection of the en-
largement or annex hereby authorized and
directed to be erected for the purposes afore-
said; provided, that a sum of not less than ten
per centum of the whole cost of said enlarge-

ment or annex, shall be retained by the
Treasurer from the amount to be paid for
erection of the same until its final completion
and acceptance by said Committee; and pro-
vided, further, that the said sum of fifty thou-
sand dollars shall cover the entire cost of the
plans and specifications for and construction
of said enlargement or annex, including plumb-
ing, shelving, painting and thorough equip-
ment for use, except heating apparatus and
furniture.

SEC. 4. And be it enacted, That the further
sum of five thousand dollars, or so much
thereof as may be necessary, is hereby appro-

priated out of any money in the Treasury not
otherwise appropriated, to be expended by
said Committee in supplying the necessary
heating apparatus and all necessary furniture
for said enlargement or annex.

Effective.

SEC. 5. And be it enacted. That this act shall
take effect from the date of its passage.
