can't take an average. You would say the average of the

populous counties or the average of the least populous

counties, but you can't put them all together.

SENATOR HUGHES: It is. It depends on so many

different factors, not just the size of the counties; how

the delegation gets along with the senators, all kinds of

entanglements.

DELEGATE HANDEL: Where it interferes with the

operation of the legislature is the fact that these
|

|
fellows from the local delegation, Prince George's County
|
13
|
and Baltimore City, where they do have some local prob-
|

|
lems, when they are meeting, they are taken away from the
|
15
|
major committees that they are on and that are also
|
16
|
meeting. They can't attend both. So, it interferes with
|
17
|
their ability to attend the other committee meeting or,
|
18
|
if not, then they have got to meet at odd hours.

When I say they meet at 11 o'clock at night,
|

|
I wasn't kidding. We adjourn the House at 10:30, and then
|

|
have a delegation meeting starting at 11 o'clock at night
