know that it is a highly important capacity because it

is the most rapidly growing aspect of higher education
|

in the whole country. About a million students are now
|
6
|
in community colleges and there are about a little over
|
7
|
4,000,000 in higher education. As far as Maryland is
|
8
|
concerned, we now have about 10,000, 3,000 in the Baltimore
|
9
|
Junior College alone.

There are four points I want to make very
|

|
hastily. First, I would like to endorse as President
|
12
|
of the Baltimore Junior College Dr. Zimmerman's position
|
13
|
and others in respect to Article A3 of the Declaration
|
14
|
of Rights, and Article 8 of the Constitution, and
|
15
|
particularly Section 52 of Article 3.
|

You should know, by way of illustration, this
|

|
matter of holding inviolate the funds particularly as the
|
18
|
refer to the insensitive areas, especially for poor
|
19
|
colleges such as the one I represent. We draw up a
|

|
budget and unless we can be certain that the matching
|

funds, as far as the current operating funds are
|
