MR. SARTORIUS: The County provides a budget,

a general budget, not on any pupil basis or any matching

4

basis. They support a program of education. We offer

5

the program of education. Even though we might be 100

6

or 200 pupils over, it doesn't matter. Our estimates

7

have been a little over a quarter of 1 per cent over.

DR. ZIMMERMAN: Frequently the County gets

9

hurt because they employ a certain number of teachers

10

expecting Y number of pupils and, if they don't get

11

State aid, they have to support those teachers.
