the measure undertakes to extend police power for quite a
distance beyond the boundary limits of the town and into
and over adjacent private property. It provides an unusu-
ally restricted qualification for voting, and authorizes the
town council to meet in Washington as well as at the Beach.
Other unusual provisions might be mentioned.
