Democratic majority of 4,700, from which the House can read-
ily judge how barren of result this contest must have been,
even if there were proof before us to show that the change of
vote resulted from intimidation and not from other causes.
There is proof also, that what are called pndden tickets,
meaning tickets smaller than others, were found in the bal-
lot boxes. There is no proof of their improper deposit, and
there is abundant evidence that these smaller tickets were
voted by numerous legal voters. Any argument founded on
this difference of size, is too puerile to require a serious re-
ply. But even if the entire number of these smaller tickets
about 2,400, were to be rejected because assumed to he fraudu-
lent and Democratic, there would still remain of the 4,700
majority ascertained as above, 2,300 majority for the sitting
members.
We respectfully recommend the adoption of the following
resolution:
Resolved, That Harry Wells Rusk, August Berkemeier,
C. W. Lewis, John J. McWilliams, Fetter S. Hoblitzell and
John T. McGlone, be and they are hereby declared to have
been duly elected delegates from the First Legislative Dis-
trict of the City of Baltimore, to the House of Delegates, at
the election held in this State on November 2nd, 1875.
And your Committee ask to be discharged from the further
consideration of this subject.
All of which is respectfully submitted.
