provided for that purpose; and whenever said commissioners
shall make any alteration or change in any
school district, they shall have such change or alteration
attested and recorded at the place and in the manner
above directed.
Board of examiners.
     SEC. 10.  And be it enacted, That the board of school
commissioners of Washington county, shall annually
appoint three persons from their own number, who shall
constitute a board of examiners, whose duty it shall be
to examine all persons offering themselves as candidates
for teaching in any of the public schools in Washington
county; and said board of examiners if they deem
it necessary, may appoint a person or persons qualified
to examine the qualifications of candidates for teaching
as aforesaid, and if said examiners shall be satisfied
after due examination has been made, that the candidate
be a person of good moral character, and possessed
of sufficient learning and ability, and otherwise qualified
for teaching, then said board of examiners shall
certify the same in writing, under their signatures, and
deliver such certificate to the person so examined by
them as aforesaid, to the following effect, to wit:  we
the undersigned board of examiners of the public
schools of Washington county, do certify that we have
examined A B, and do believe that he or she,
as the case may be, is a person of good moral character,
and of sufficient learning and ability, and in all
respects qualified to teach as principal or as an assistant,
as the case may be, in any of the schools in this county;
given under our hands this ______ day of _____
in the year eighteen hundred and _____.

                                          E F,   county.
     And each person obtaining a certificate as aforesaid,
shall pay for the same to the board of commissioners,
the sum of one dollar, which sum shall be appropriated
by said board towards the payment of the salary of the
secretary of said board, and to the printing of blank
certificates.

of qualification
to be renewed
annually.
     SEC. 11.  And be it enacted, That every teacher
employed in any of the public schools in the several
districts, shall have his or her certificate of qualification
annually renewed by the board of examiners, and all
applications for said renewal shall be addressed, either
in writing or otherwise, to the president of the board of
school commissioners, and if there be no charges preferred
against said applicant, said president, or in his
absence or inability to act, any member of said board
