Senate bill entitled an Act to appropriate a sum of
money to pay R. C. Mackall, for expenses incurred
under an appointment made by hi s Excellency, Elihu
E. Jackson, late Governor of Maryland, as a delegate
to the Southern Emigration Convention, held at Ashe-
ville, North Carolina, in December, 1890.
Senate bill entitled an Act to provide for the further
publication of the Archives of Maryland.
Which were read the second time, and ordered to be
engrossed for a third leading.
Senate bill entitled an Act to establish an Asylum
for the Insane of the State of Maryland.
With, the following proposed amendments:
AMENDMENTS PROPOSED.
In section "4, " line "2, " strike out all after the word
"necessary" to the word "title, " inclusive, in line 3
of the same section.
Strike out all of section 6 and insert the following:
Section 6. Be it enacted, That the Judges of the
Circuit Court for Baltimore city and the Judges of the
Circuit Courts for the several counties of this State,
may commit to the said asylum, as soon as completed
and ready for occupancy, such insane persons as are
or have been found, upon inquisition of a jury, to be
insane, at an annual cost to said city or county, of one
hundred dollars for each patient so committed, the
said sum of one hundred dollars to be paid to the
Board of Managers of said asylum, by the city of Bal-
timore or the county sending such patients; provided,
that the number of insane patients so committed as
aforesaid, shall not exceed the number to which said
city or counties are entitled, as based upon the last
preceding United States Census.
In section "7, " line "2, " strike out "twenty-five, "
and insert "fifteen. "
In section "5, " line "2, " after the word "land, " in-
sert "on the Eastern Shore of Maryland. "
Which were adopted.
Said bill, as amended, was then read the second
time, and ordered to be engrossed for a third reading.
