"Section 1. Be it enacted by the General Assembly
of Maryland, That certain new sections be and the
same are hereby added to Article 13, of the Code of
Public Local Laws, title 'Harford County,' sub-title
'County Commissioners,' to follow section 58 and to
designated as "Sections 58 A and 58 B,' and to read
as follows:
''Sec. 58 A. The five County Commissioners elected
for Harford county on the Tuesday next after the first
Monday of November, 1891, shall serve for the term
of two years from the date of said election or until
their successors are duly elected and qualified.
"Sec 58 B. The five County Commissioners to be
elected for Harford county on the Tuesday next suc-
ceeding fhe first Monday of November, 1893, shall be
elected to hold office as follows, that is to say : Two
of said commissioners shall be elected for the term of
two years, and three of said commissioners shall be
elected for the term of four years from the date of
said election or until their successors are elected and
qualified; and as soon after the returns have been
received by the Governor as practicable he shall de-
termine by lot the respective terms of office of said
County Commissioners, and he shall issue commissions
to them in conformity to said determination ; and
at each biennnial general election to be held there-
after in said county, there shall be elected respec-
tively two and three Commissioners to succeed
those whose terms of office shall have expired,
and all Commissioners thereafter elected shall be
elected to serve for the term of tour years; and no
Commissioner who shall have been so elected and
served shall be eligible to such office for the term of
two years after the expiration of the term for which
he was so elected; and in case of any vacancy occur-
ring from any cause in the term of office of any Com-
missioner so elected the Governor shall appoint a suc-
cessor to said party, whose term shall have so expired,
to hold said office until the next general election; and
if then the term of office of the origiial incumbent
shall not have expired there shall be elected a person
or persons to fill out the unexpired term or terms of
office.
