this article; provided, however, that if there shall not be twelve
freeholders, resident in the school district in which the house
may be situated where intoxicating liquors are expected to be
sold, or if said house be not situated within the limits of any
school district, in such case it shall be sufficient that the certificate
required by this section shall be signed by twelve freeholders,
resident in the election district in which such hotel may be situ-
ated.

136. Before any person can obtain a license under this sub.
title of this article, he shall be required to pay to the said clerk
for the license'to be issued as hereinafter directed, for each place
of sale of intoxicating liquor, the sum of money which is now,
or which may hereafter be required by the general law of the
State, to be paid into the treasury of the State; and shall, in
addition thereto, pay the said clerk for a license to sell by the
drink the sum of one hundred dollars, or for a license to sell by
measure, fifty dollars for one year, or for a fractional part of a
year, fro rata; and whenever these provisions are fully complied
with, it shall be the duty of the said clerk to issue to the appli-
cant a license accordingly; and all licenses issued under this
sub-title of this article shall be transferable as traders' licenses
now are under the general law of the State, and shall expire on
the first day of May next thereafter; said license fees shall be
paid by said clerk to the board of county school commissioners
of Worcester county, to be by said board applied to and used as
a part of the public general school fund of said county; and the
bond of the said clerk shall be liable for the payment of said
money on suit instituted by said board.

137. No person who shall obtain a license under this sub-title
of this article shall sell or barter any intoxicating, spirituous,
vinous or fermented liquors to any minor, except upon the written
order of his parent, guardian or employer, or to any person
intoxicated at the time; but any hotel keeper, licensed under this
sub-title of this article, may sell intoxicating, spirituous or fer-
mented liquors to all other persons in drinks to be drunk upon
the premises, but not otherwise; and any storekeeper licensed
under the provisions of this sub-title of this article may sell the
