and shall be awarded any part of the said loan, the Treasurer is
hereby authorized in his discretion, and with the approval of
the Governor and Comptroller, certified in writing, to pledge to
such bank as security for the payment of principal and interest
of the part of the loan so awarded and taken, an equal amount
of the capital stock of said bank so owned by the State, if the
State shall hold so much of the capital stock of said bank.
9. The State loan authorized by this act, shall be exempt
from all State, city and county taxation.
ARTICLE XXXV.
Elections
The Act of 1862, ch. 228, repeals sections 79, SO. 81, 82, 83, 84, 85, 86, of this Article,
and enacts the following as substitutes:
SEC. 1. This State shall be divided into five districts for the
choosing of five Representatives in the Congress of the United
States, which shall be numbered from one to five.
2. The first Congressional district shall be composed of Wor-
cester county, Somerset county, Dorchester county, Talbot county,
Caroline county, Queen Anne's county, Kent county, and Cecil
county, and shall be entitled to choose one Representative.
3. The second Congressional district shall be composed of Har-
ford county, the fifth, sixth, seventh, ninth, tenth, eleventh, and
twelfth districts of Baltimore county, and the first seven wards
of Baltimore city, and shall be entitled to choose one Represen-
tative.
4. The third Congressional district shall be composed of the
wards of Baltimore city, from the eighth to the twentieth inclu-
sive, and shall be entitled to choose one Representative.
5. The fourth Congressional district shall be composed of Al-
legany county, Washington county, Frederick county, and Car-
roll county, and shall be entitled to choose one Representative.
