CHAPTER 14
(Senate Bill 18)
AN ACT to propose an amendment to Section 38 of Article 3
of the Constitution of Maryland, title "Legislative Depart-
ment", providing that a decree for payment of support for
wife or children, or for alimony, shall not constitute a debt
within the meaning of said section, and providing for the
submission of said amendment to the qualified voters of the
State for adoption or rejection.
SECTION 1. Be it enacted by the General Assembly of Mary-
land (three-fifths of all members elected to each of the two
