work done in connection with the establishment or maintenance of such
sewerage system or systems, or drainage system or systems.

(g) To make and enter in the name and on behalf of the County Com-
missioners of Baltimore County any and all contracts, agreements and
stipulations germane to the scope of their duties and powers under this
Act.

(h) To purchase, hire or otherwise lawfully obtain the use of all such
machinery, tools, implements, appliances, supplies, materials and work-
ing agencies as it may need for its purposes; provided, however, that this
enumeration of special powers shall not be construed as restricting in
any degree the scope of the general powers herein before conferrd upon
said Commissioners.

(i) To acquire by gift, purchase, arbitration, exchange, lease or other
like methods of acquisition, or by condemnation, any land or property,
public, quasi-public or private, situated in Baltimore County, or any ease-
ment, interest, privilege or franchise therein, which may be required for
any of the purposes of this Act, including the establishment, construction,
operation, maintenance, repair, replacement, extension or enlargement of
sewerage systems, trunk and lateral sewer mains, disposal fields, purifica-
tion or filtration plants, or other like facilities, appurtenances or adjuncts
that may be required for any of the purposes of this Act.

Note: Many of the provisions of this statute are covered by the provisions of
chapter 157 of the Acts of 1912 and chapter 804 of the Acts of 1914, but it cannot
with certainty be said that the several statutes are in such conflict that the latter
necessarily repeals the former, as they are to a certain extent at least comple-
mentary and therefore the former Acts have been included in this codification.

368. Whenever fifty or more of the taxable inhabitants of any part of
Baltimore County which could conveniently be included in a single sew-
erage system shall file with the Board of County Commissioners of Bal-
timore County a petition stating the location and extent of the proposed
sewerage system, the public need therefor and the names and residences
of the petitioners, and asking for the establishment of such system, the
Board of County Commissioners shall thereupon employ a competent
sanitary engineer to make an accurate survey of the area which would be
benefited by the construction of such sewerage system, and to investigate
and report to the said Board of County Commissioners the number of
dwellings, stores, factories or other buildings, and the number of persons
residing in the area to be served by such system, the probable location
and size of the main and lateral sewer main, and the location, character
and size of any plant or means for the disposition of the sewage or water
collected through such system, and the probable cost of constructing the
said sewerage system, and the probable annual cost of maintaining the
same. And said engineer shall file with said report a plat showing accu-
rately by metes and bounds the area to be benefited by the construction
and establishment of such system, together with the roads, alleys, and
streets, whether public or private, in such area, the location of the main
