3112 ARTICLE 14.

sioners of Howard County for the purpose of building, constructing and
furnishing of materials of roads and bridges for any fiscal year in any
election district. The said County Commissioners of Howard County
shall only pay such employees upon the vouchers signed and presented
by the said County Road Superintendent, which said vouchers shall con-
tain an itemized statement of the amount of money spent and the name
or names of each employee and the road upon which he has rendered
service or furnished material.

263. The County Road Superintendent shall hire such teams and im-
plements as he may deem necessary for the building, working, repairing
and constructing the roads and bridges. Said County Commissioners
shall pay for the hire of such teams and implements upon vouchers pre-
sented and signed by said County Road Superintendent. He shall pass
upon and inspect all material purchased by the County Commissioners
to be used in the construction, building or repairing of roads and bridges
in Howard county. He shall appear before the said County Commis-
sioners at their first meeting in each and every month and make a state-
ment as to the work done and money expended. He shall examine and
certify to the correctness of all building of said roads and bridges, and
accounts of work done and materials furnished on any and all of the pub-
lic roads and bridges of Howard county before the same shall be paid by
the said County Commissioners, and the said County Commissioners shall
make no payment until such accounts have been certified to by the said
County Road Superintendent. He shall report annually in writing to the
County Commissioners, giving a detailed account of all work done and
materials purchased, labor employed, together with the names of all per-
sons working on said roads and bridges, and the amount paid to or to be
paid for work and labor, and giving other detailed information pertinent
to the building, construction and maintenance of roads during the twelve
months preceding. Said report shall be filed on or before the first day
of May, 1913, and the first day of May in each succeeding year thereafter.
The said County Road Superintendent shall not be interested directly or
indirectly in any firm or corporation from which any materials or other
things have been purchased for or in the name of the said County Com-
missioners of Howard county, or shall he receive any commission on such
purchases, or shall he receive any gift from any corporation or person
other than the salary paid him by the said County Commissioners of How-
ard county.

264. The said County Road Superintendent shall appoint District
Road Superintendents in the several election districts of said County, as
now constituted, who shall be paid such wages or salary as the said
County Commissioners may prescribe; and it shall be the duty of said
