if it should appear on such examination that any of the records have be-
come so dilapidated and worn as to require them to be transcribed, they
shall order and direct the clerk to transcribe the same into new record
books, which the clerk shall procure for that purpose; and such new rec-
ords when so transcribed, shall be carefully examined and certified by said
clerk, and when so examined and certified shall be substituted for and
become the records of said court in lieu of the worn-out records. And
the County Commissioners for Frederick County shall annually levy by
estimate in advance, a sum of money sufficient to provide a fair compen-
sation for the labor of the clerk in making such new records; and shall
pay to said clerk at the end of each calendar month, such sum of money
as may be found due to said clerk for services rendered under the provi-
sions of this section.

COCAINE.

90. No druggist or other person or corporation in Frederick County
shall sell, barter or give away any cocaine, or knowingly sell, barter or
give away any preparation containing cocaine in Frederick County to
any person, unless on the prescription or order in writing of a duly quali-
fied physician of medicine practicing in Frederick County; and the sale,
barter or gift of any preparation containing cocaine shall be prima facie
evidence that said sale, barter or gift was made knowingly.

91. No physician practicing medicine in Frederick County shall give
or issue a prescription or order containing cocaine unless in the regular
practice of his profession, and it be necessary for the health of the patient
or party to whom given or issued.

92. Anyone violating any of the provisions of the preceding sections
of this subtitle on conviction in the circuit court for Frederick County
shall be fined by said court not less than one hundred dollars nor more
than three hundred dollars for each offence, and on the failure to pay
said fine, shall be committed to the Maryland House of Correction for
not less than three months. The one-half of said fine shall be paid to
the informer whether he be an officer or other person.

93. The coroners or any justice of the peace, acting as coroners in and
for Frederick County, shall, upon the decease of any person in said county,
where such deceased person came to his or her death by accident or mis-
chance, and where there are such circumstances attending the death or
surrounding the case as to amount to a strong probability or reasonable
