395. They shall meet at the council chamber or some other place at
lease once in every three months, or oftener if they shall deem necessary,
and the Mayor shall preside at all meetings of the council, and have the
same power of voting and taking part in all acts and deliberations of the
council as any member; and they shall at their first meeting, annually
select one of their number as president of the council, who, in the absence
of the Mayor, shall preside at all meetings of the council, and in case
pf a vacancy in the office of Mayor from any cause, the president of the
council shall be Mayor pro tem., with all the powers and duties of Mayor
devolving upon him, until the vacancy is filled by an election.

396. The Mayor and Councilmen shall annually, in the month of June,
appoint and qualify a clerk who shall keep the minutes of their proceed-
ings, which shall be subject to the inspection of all persons interested
therein, also a treasurer, who shall give bond and security, and who shall
pay moneys only on the order of the Mayor and Councilmen.

397. They shall annually in the month of June appoint a bailiff and
such other police officers as they may deem necessary for the safety of
said town, who upon entering upon the duties of their office, shall make
oath before the Mayor that they will faithfully perform all duties re-
quired of them as officers according to the best of their skill, judgment and
without favor, affection or prejudice, and said bailiff and police officers
shall give such bond and security for the faithful performance of all du-
ties imposed upon them as bailiff or police officers in such sum as the
Mayor and Councilmen may designate and with such security as .may
be acceptable to the Mayor and Councilmen; and the said bailiff and police
officers may be removed; at any time by said Mayor and Councilmen for
any malfeasance, non-feasance or misfeasance of their respective office.
The qualification for such bailiff or police officers shall be such as may
be determined by said Mayor and Councilmen.

398. They may allow their bailiffs and police such reasonable com-
pensation for their services as they may think proper and the clerk shall
receive the sum of three hundred dollars per year as salary, and the Treas-
urer shall receive annually a salary of fifty dollars, and the Mayor shall
receive annually a salary of one hundred dollars and each Councilman
the sum of two dollars for each meeting of the council at which his at-
tendance is recorded upon the minutes, provided such compensation shall
not be paid for more than twenty such meetings in each year.
