*The act of 1917, chapter 24, creates the Maryland council of defense, and
prescribes its powers and duties.
The act of 1917, chapter 3. authorizes the creation of a state debt not exceed-
ing $1,000,000, to be used for the defence of the state in the world war.
The act of 1917, chapter 1, provides for assistance by the state in the estab-
lishment of a United States military camp in Maryland, prohibits the sale, etc.,
of intoxicating liquors within a zone of two miles of such camp, provides for the
appointment of special policemen, etc.
As to the "War Emergency Loan of 1918," see the act of 1918, chapter 284;
see also article 31. section 58 et seq. of the Annotated Code.
The act of 1916, chapter 23, authories the appointment of a commission to-
report upon the practicability of providing for universal service, military educa-
tion and training in the public schools, and of creating a military reserve.
The act of 1916, chapter 578, makes an appropriation for additions to the Ann-
apolis armory growing out of the organiaztion of a machine gun company, and
for the equipment thereof.
The act of 1916, chapter 111, is treated as repealed by the act of 1916, chapter
311, repealing and re-enacting the whole of article 65.
Because of the dissimilarity in the consecutive arrangement of the sections of
this article as compared with the sections of article 65 as it stood before the
act of 1916, it is thought unwise to attempt to give above the sections references
to prior acts.
