SEC. 2. And be it further enacted, That the members of
said commission shall be residents of the State of Maryland,
three of whom shall be residents of the City of Baltimore.
SEC. 3. And be it further enacted, That three members of
said commission shall be Democrats and three shall be Repub-
licans.
SEC. 4. And be it further enacted, That the members of
said commission shall serve without pay.
SEC. 5. And be it further enacted, That if the Governor
of the State shall call an extra session prior to the next regular
session of the General Assembly then in that event the report
of said commission may be made at such extra session.
SEC. 6. And be it further enacted, That the members of
said commission are hereby authorized to engage such experts
and clerical and other assistants as the discharge of their duties
may require; and they and their experts and assistants are
hereby authorized to make such trips to other States as may be
necessary for the purpose of examining the taxation systems
of other commonwealths or cities. The said commission
shall have the power to summon witnesses and administer
oaths thereto, and to require the production of books and
papers. Said commission or any duly authorized agent thereof
shall have access to the assessment and revenue and accounting
departments of this State, and the counties and cities thereof,;
and all public officers shall supply all needed information on'
request.
SEC. 7. And be it further enacted, That the sum of ten
thousand dollars be and is hereby appropriated out of any
money in the Treasury not otherwise appropriated, for the
purpose of defraying the expenses of said commission, includ-
ing the services of experts, stenographers, printing, office rent,
traveling expenses, clerical assistants, and the like, which sum
the Treasurer shall pay to the said commission in instalments
upon the warrant of the Comptroller, from time to time, as
requested by said commission or by a majority of its members.
SEC. 8. And be it further enacted, That this act shall take
effect from the date of its passage.
