of 16 cents, besides maintaining every branch of the State gov-
ernment as well as caring for the large appropriations to State
and other institutions.

CONCLUSION.

Called to assume the important duties of this office by the
choice of your Excellency on the first day of June last, it neces-
sarily follows that whatever of merit be found herein must be
largely shared with my predecessor, Hon. Joshua W. Bering,
whose administration of the fiscal affairs of this State has
been marked with conservatism and wisdom.

I also wish to testify to the zeal, intelligence and watchful
care of my Chief Clerk, Mr. Harry J. Hopkins, whose services
constitute a valuable asset to the State. I also commend very
highly the work of the other clerical force of the office.
