fully convinced, and when they understand that within
the past three years, the net debt of the State has been
reduced over one million and a quarter of dollars, that
during this period the Sinking Funds have been
maintained as the Constitution and laws direct, with
cash taken from the Treasury, and that in this short time
we have reached a point where we can not only promise
but give undeniable evidence, that taxes will be reduced
at the next Session of the Legislature, I am persuaded
that they will accord to the Treasury officers who have
been instrumental in producing these results such credit
as may be their due for their conduct and management
of the fiscal affairs of the State.
