When I commenced the duties of Comptroller, in January,
1862, it was to find an empty Treasury and much confusion
prevailing in its affairs.

It is a satisfaction that I shall surrender the office to the
charge of my successor with the Treasury overflowing in the
abundance of its means, and the affairs of this office, if not
wholly perfect, at least much improved.

I have the honor to subscribe myself, very respectfully,
your obedient servant,
