Constitution provides that in case the number of Senators be
increased, the classification of additional Senators shall be
made so as to preserve, as nearly as may be, an equal num-
ber in each class; and whereas, the class of Senators holding
over at the last election numbers thirteen, and the class of
those elected at the same time, exclusive of Garrett county,
numbers twelve; therefore for the purpose of equality between
the classes—

It is ordered, that the Senator from Garrett county is enti-
tled to be embraced in the class of Senators whose terms will
expire at the expiration of four years from the last election.

Which was read and adopted.
On motion by Mr. Blake,

Leave was granted to the Committee on Judicial Proceed-
ings to report a bill relating to Building Associations, Home-
stead Associations and Land Companies in this State.

On motion by Mr. Phelps,

Leave was granted to the Committee on Judicial Proceed-
ings to report a bill to so change the Constitution of this State
as to make ineligable to office the Governor, the Judges of
the Court of Appeals, the Judges of the Circuit Courts, Judges
of the Baltimore City Courts, and Members of the General
Assembly, to any office of this State or of the United States,
during the time for which they or either of them had been
elected.

On motion by Mr. Earle,

Leave was granted to the Committee on Judicial Proceed-
ings to report a bill, to so amend the Constitution of the
State, as to provide for the election of the Treasurer by the
people.

On motion by Mr. Stevens,

Leave was granted to the Committee on Judicial Proceed-
ings, to introduce a bill to repeal Article 95 of the Public
General Laws, relating to "Usury," and to re-enact the
same with amendments.

On motion by Mr. Steiner,

Leave was granted to Committee on Judicial Proceedings,
to introduce a bill, entitled, "An Act to legalize the bequest
of Henry Rohr, late of Frederick county, deceased, to the
Evangelical Lutheran Congregation, at Mount Zion, in Fred-
erick county, Maryland."
