    XXI.  And, to prevent individuals from being unreasonably burthened with the
execution of this act, as trustees for the poor, Be it enacted, That at the time
of the meeting of the said trustees for the poor in the first week of March, the
said trustees, or the major part of them in the county aforesaid, shall and may
elect and choose two of the inhabitants of the said county to be trustees for the
poor of the said county, in the stead of the first two named or eldest of the trustees
of the same county, which said first named or eldest trustees shall be, and are
by virtue hereof, thencefrom discharged from their said office.

XXVI.

Two trustees

    XXII.  And be it enacted, That it shall and may be lawful for the trustees
aforesaid, or the major part of them, to rent an house or houses in the said county
for the reception of such poor, vagrants, vagabonds or other offenders, until
a sufficient sum of money be raised in virtue of this act to enable the said
trustees to purchase the land and erect the buildings herein before mentioned;
and the justices of the said county are hereby enjoined annually, at the court for
laying the county rate, to assess on the taxable property of the said county, a sufficient
sum to discharge the rent aforesaid, with the collector's commission of six
per cent. thereon; which sum so as aforesaid assessed, shall be collected and paid
by the collector to the said trustees, or the major part of them, to be by them
applied to the purposes aforesaid; and the said trustees, or the major part of them,
are hereby empowered and required, as soon as such house or houses aforesaid are
procured on rent, to proceed to the appointment of an overseer, and other officers
and servants as are mentioned in this act, and to do and perform every matter and
thing necessary to the carrying the said act into execution, according to the true
intent and meaning thereof.

A Supplement to the act, entitled, An act to establish pilots and
                                          regulate their fees.

    WHEREAS the regulations heretofore made respecting pilots and pilotage
have proved inadequate to the purposes thereby intended therefore,
Preamble.
    II.  Be it enacted, by the General Assembly of Maryland, That all vessels belonging
to persons not citizens of any of the United States, which shall hereafter
arrive from sea at any port or ports in this state, shall be obliged to take a pilot,
(in case any one offers,) and pay one third additional pilotage, in addition to the
fees allowed by the act to establish pilots and regulate their fees; and if the captain
or commander of such vessel shall refuse to take such pilot on board, on application,
he shall, notwithstanding,  be answerable for, and liable to pay, such
pilotage in the same manner as if the service was performed.

    III.  Be it further enacted, That from and after the first day of February, seventeen
hundred and ninety-three, every person applying for a branch, shall, before
he be permitted to receive the same, produce satisfactory testimony of his
having served four years as an apprentice to some pilot in the state of Maryland,
to learn the art of piloting in Chesapeake bay, or of his having procured a branch
before the said first day of February, seventeen hundred and ninety-three, under
the original act aforesaid.

    IV.  And, whereas doubts have arisen as to the rate of pilotage from the Capes
to George-town, on Patowmack river, under the act to establish pilots and
to regulate their fees, Be it enacted, That one fifth added to the pilotage from
the Capes to Baltimore, shall be considered as the full pilotage from the Capes to
George-town, and so in proportion for any less distance.

    V.  Be it further enacted, That the sums payable by the said original act for
the renewal of the branch, shall be applied in the following manner, to wit:  The
sum of three shillings and nine-pence to the register, as a compensation for the
renewal of the commission, and the residue to defray the expences of the said
board.
