collectors, and the same proceedings shall be had to settle his and their account
of the said tax for the said four years, in the proportions and at the times prescribed
for settling the taxes of the year seventeen hundred and eighty-six, and
the same proceedings shall be had to settle his and their account of that part of
the tax which is called the seven and six-penny tax, in case he or they shall not
settle for and pay the same on or before the first day of October next.

CHAP.
XXXIX.

    V.  And be it enacted, That if the said William Campbell shall neglect or
refuse to act, the governor and council shall appoint such other person or persons
as they shall approve, to execute the duties by this act imposed on the said William
Campbell; and that the said person or persons, so to be appointed by the
governor and council, shall give bond, with such security as the governor and
council shall approve, and that the commissioners shall settle the account of the
said person or persons so to be appointed, in the same manner as they are directed
by this act to settle with the said William Campbell; and that the payment of
the money which shall be due from the said person or persons to be appointed in
virtue of this act, shall, after the said days respectively, be enforced in the same
manner as is prescribed by law for the recovery of the taxes from the other collectors
for the year seventeen hundred and eighty-six.

    VI.  And be it enacted, That the said William Campbell or upon his neglect
or refusal to act, the collector or collectors to be appointed by the governor
and council under this act, shall have authority to appoint a deputy or deputies,
who shall have the power of collecting under him or them, and he or they may
take bond from him or them, with security, for obliging him or them to comply
with their duty, and perform such agreement as he or the shall make; and the
said William Campbell, or person or persons to be appointed under this act in
case of his refusal or neglect to act, shall have the same proceedings to compel a
settlement and payment by any of his or their deputies, or their securities, agreeably
to the tenor of their bond, that the other collectors in this state are entitled
to against their deputies.

    VII.  And be it enacted, That the commissioners of the tax for Anne-Arundel 
county shall settle the account of the said William Campbell, or other person
or persons to be appointed under this act, and payment thereof may be enforced
by the mode established for recovery from other collectors generally; and the
commissioners shall make the said William Campbell, or other collector or collectors
to be appointed under this act, an allowance for the taxes due from insolvents;
and in case of a difference between them respecting insolvents, the
collector or collectors aforesaid may appeal to the governor and council, whose
determination shall be final; but in case the governor and the council shall not
determine before any fixed day of settling with the treasurer, the said William
Campbell, or the collector or collectors to be appointed under this act, shall settle
with and pay the treasurer, according to the decision of the commissioners,
and shall afterwards be entitled to an allowance for, or return of, the surplus
payment.

    VIII.  And be it enacted, That the powers for collecting the said taxes, and the
powers granted for compelling the deputies to make settlement, and all the other
powers granted for enabling the said collector or collectors to settle and pay, shall
continue until the end of the year seventeen hundred and ninety.

    IX.  And be it enacted, That William Holmes, John Magruder and Edward
Burgess, of Montgomery county, are hereby appointed commissioners of the tax
in Montgomery county; and that the said William Holmes, John Magruder and
Edward Burgess, together with Samuel Thomas and Allen Bowie, now acting
commissioners, exercise all the powers and duties given to and required of the
commissioners of said county by the laws of this state.
