BY THE HOUSE OF DELEGATES,
January 30, 1872.
Gentlemen of the Senate:
We have received your message non-concurring in our
message of the 9th inst , proposing the appointment of a
Joint Committee to visit and examine into the affairs of the
Maryland Penitentiary, and proposing the appointment of a
Joint Select Committee of five, two on the part of the Senate
and three on the part of the House, to visit the House of
Refuge and Maryland Penitentiary, and to examine into their
condition, and also to examine into the condition of the
prisoners, and recommend to the Governor meritorious cases
for Executive clemency, and concur therein.
We have appointed on the part of the House Messrs.
Cooper, Riley and Banks.

Also,
House Resolutions, requesting his Excellency, the Gover~
nor, to cause to be presented to the Law Library of the
City of Chicago a copy of the Reports of the Court of Ap-
peals, Code of Public General Laws and Public Local Laws,
Johnson's Maryland Chancery Reports, Bozman's History
of Maryland, and Alexander's British Statutes.
Which was read the first time, and referred to the Com-
mittee on the Library.
The President laid before the Senate the following com-
munication from the President of the Board of Police Com-
missioners of Baltimore City :
OFFICE BOARD OF POLICE COMMISSIONERS,
BALTIMORE, February 1, 1872.
How. Henry Snyder, President of the Senate :
SIR—We have the honor of transmitting to you the report
of the transactions of the Board of Police Commissioners
for the City of Baltimore, for years 1870-71, which we res-
pectfully request you to lay before the Senate.
Very respectfully, your obedient servant,
W. H. B. FUSSELBAUGH,
President.
